One of the first goals set by an Independent India was to ensure universal schooling within 15 years of Independence. Now, after 60 years, illiteracy remains one of the worst impediments to the country’s rise to a global power. It took nearly 55 years after Independence for Parliament to amend the constitution and make basic education a fundamental right. Yet, the country remains far from that goal.
